"practice makes perfect" refers to one type of thing / excersise / activity. Your question is combining two extremes which can not be true.
You can have the "perfect" golf swing but be really bad at other things. You can be "perfect" in some things you have or do (depending on it all being relative) but you cannot be perfect "all-in-all". Unique yes, perfect no.
Why practice? to get good at that one thing and no you can't "practice" to be a perfect human being because there are no unique set of rules to follow. On the other hand there is only ONE way to do a proper golf swing, to make a perfect salad etc.

And well you see, you gotta practice even if you´re not practising to be perfect because practice helps you improve yourself, get better at your skills, and learn and grow from the process. Practice is self-education, which in alot of cases can be the best form of education there is. And we all learn, even if we never been to school a day of our lives, cuz life just keeps throwing lessons at us along the whole way.
