Improper shutdown can lead to data or hard drive failures. Therefore shut down all applications and programs that you have started up. Also check on the bottom right of the screen. If you have too many applications loading in start up, it will cause it not to shut down. There are various problems but this is something simple you can look at. If you have many applications running in memory or during start up. You can use the msconfig command and shut down the applications you do not need starting up.

Occasionally mine freezes like this. Can't even shut it off with the power button unless I depress the button for 6-7 seconds. Just shut it off at the power strip or unplug it. Wait a minute then turn it back on.

If the software won't let you shutdown, take matters into your own hands, and unplug the sucker. Start back up, and if it still doesn't shut down, don't even turn it off if it's a desktop. Mine stays on 24/7.

that's OS specific, but don't logoff before you shut down, just shut it down straight from your user name. Or you could hold the power button for 4 seconds

If all else fails, hold in the power button until the computer shuts off...takes only a few seconds...
