A characteristic of a Volatile Organic Compound is that it will evaporate with relative ease. When applied to water, some will float and others will sink - depending on the specific gravity.

Examples of a VOC - Gasoline, Paint, Aerosol propellants, etc

Chemicals that are considered VOCs: Benzene, Toluene, TriChloroEthylene and many others.
