So, without perceptions evil does not actually exist???

The angels that were kicked outta Heaven are Real, and perverted and insane.
They are not Human Beings capable of our Feelings and Emotions.
They hate all Human Beings.
We are Created in the Image and Likeness of the One Who they Hate--we can be Redeemed.
They cannot.
They hate our guts.
They are Real.
Ditto.............24/7...

Evil exist in the fact that you perceive the power that it has over you and others. But lets make something very clear here and now. Evil is very real, it has many forms and many names and is a very real danger to mankind. For the very denial of it in this form of existent will make man extinct if he is unable to identify it and conquer it. Evil must be eradicated at every port along the way or Life will cease. There must be those that fight evil and move man forward to understand and realize the potential of mankind as the pure and good idea of the one creator, the thought which builds and expands the Universe.
We all must pass through the fire to find the glory abound.

The expression does not mean that without perception evil does not exist, it means that one should not participate in evil, or allow evil to effect them.
It is from the Analects of Confucius:
"Look not at what is contrary to propriety;
listen not to what is contrary to propriety;
speak not what is contrary to propriety;
make no movement which is contrary to propriety."
It's all about conformity.
