i want to make one part of a black and white picture colored

If you are starting with a color photo file, the main tool you want to use in Photoshop is the 'desaturate' function; however, you will want to mask out the eyes so that the eyes do not lose their color.

If you are starting with a black and white photo, there are markers you can buy at photography stores or places like Michael's Art Supplies to color in the photo. I think even watercolor will work; however, watercolor is not very precise for fine work.

Most photoshop programs can get rid of red-eye and they can also add color in small areas in which you'd like to add colors. Check out these programs, although they do take a little getting used to.
