So I froze some hamburger about a month ago and now the top part of it is brown.

I dont know if that means it is bad, or something else. It is in one of those small refrigerator/freezer things that use the little frosting tray thing so I dont know if it stayed cold enough.

Let me know what you think.

Its freezer burnt. Throw it out.

If it is frozen that is OK.
However, if the meat was not frozen throw out any very brown ground beef.
If you went to a real butcher shop, a real butcher will tell you that buying meat that is very red is not as good as meat that has some brown in it.
The meat is very red because it has been newly slaughtered, processed, etc. and the muscles in the meat are still somewhat tense. After a day or two the muscle relaxes and the meat will be more tender.

Hamburger turns brown when exposed to air. As long as it isn't slimy, stinky or dried out it'll be fine.

If it is in a freezer, it may have freezer-burn. This is like freeze-dried (dehydrated) meat and should be cut off, but it should not affect the good meat underneath.

Throw it away , dont even waste your time and chance getting sick to save money on a hamburger throw it away it is bad. Thats along time to keep a hamburger around for. If it an already mad one still a month is to long. I would say one week is long enough to keep hamburgers frozen from. Now if its patties then your fine,but what your describing to me sounds like a complete hamburger.

As long as meat is frozen keeps turning from red to brow. Even though one month is a short period to get brown. Perhaps when you bought them, they had a long time frozen.
Doesn't the package have an expiry date?
If they didn't ever defrost and froze again, you can it them, Wont make you any harm. But they wont taste good. Better give them to some dog.

burger meat only stays really red for a short time. Freezing causes cells to burst and that'll mess up the nice red color. It's probably fine. I freeze ground meat all the time. It always changes color a bit.

What you don't want is freezer burn.

If you thaw it and it smells funny, then it's bad.

Usually it just means that some air has gotten in the package. It should be fine.
