I have two older brothers. I've heard this from them before. It's when a guy has sex with a girl and then another guy has sex with the girl shortly after. The second guy that has sex with her got "sloppy seconds."
Example: If Joe has sex with Jane, but he found that this his friend John had sex with her two days ago, he just got sloppy seconds.

Unless someone has never had a partner before, they are going to at least be second...if not third, or forth, or fifth, etc.
As for sloppy, there's no reason to ever be sloppy...no matter what # partner you are on.
