Military service in a time of war that goes above and beyond what we expect from out soldiers...there is no written criteria....if you say put up a 300 spartans type stand off with unsurmountable odds while letting your unit regroup and fight back....you would probably qualify....you have to act above what the excellent soldier would do.

Generally it has to be a time of war...if special forces, the seals, or other special ops are executing an undercover mission we can't claim or take cerdit for..obviously the president can't present a medal to a participant....

I would also say that the vast majority of Medals of Honor are given posthumanously

It's like American Idol (it's voted on), but the criteria becomes more efficient as more people win what medals. Congressional probably means congress has to vote on the award.

For Valor Above and Beyond the Call of Duty

That is what is written on the citation award.

There are no other common criteria but a person's valor shown above and beyond what his duty requires in times of war with a belligerent nation.

Majority of CMH awardees are posthumous but there are few who still walk this earth.

Attacking a hitherto impregnable position without regard to self but for the successful conclusion of the mission had been written in so many citations. And as in defending an untenable position without that same regard to oneself.

Such are some written but as for criteria my first line best describe what.
