Drink more water, massage the area daily (with your knuckles, and also use a body brush to stimulate circulation before you shower), make sure to do cardio every day (at least a brisk walk) to boost circulation, and do some leg toning exercises like the pilates side kick series or ballet-inspired tendus and battements. If she does all of these, the cellulite should look better in about 2 months.

Cellulite is just fat that's lumpy because of where/how it is in the skin. Increasing circulation should help flush the fat out no matter what, and increasing muscle tone will make it harder for the fat to return to its lumpy ways.

A moisturizing lotion with AHA's (alpha hydroxy acids) might help her skin have a smoother appearance as the stuff underneath changes shape.

Consistency will pay off....

exercise and decreasing body fat percentage.
dieting (restrincting what causes yo-yo dieting) and non-organic food mainly causes celulite.
find calorie/fitness calculator on the net, enter all your stats and it will tell you how many calories you need a day to maintain, take off 300-400cal off that number and thats how much you need to lose.
dont try to lose more than 1-2lbs a week - its not healthy to lose more.
eat 5-6 small meals a day (eat every 2-3 hours)
5-8 servings of fruit and veggies a day
8 glasses of water
have complex carbs for breakfast - they give you energy
have lean meat (protein) for dinner - repairs muscle
cardio exercise 4-6 times a week for 30-50min, light weight training
dont consume foods that are made of white flour (white bread, cakes, past etc.), sugar loaded foods (cookies, icecream, candy etc) and nothing fried - no junk food.
