find calorie/fitness calculator on the net, enter all your stats and it will tell you how many calories you need a day to maintain, take off 300-400cal off that number and thats how much you need to lose.
dont try to lose more than 1-2lbs a week - its not healthy to lose more.
eat 5-6 small meals a day (eat every 2-3 hours)
5-8 servings of fruit and veggies a day
8 glasses of water
have complex carbs for breakfast - they give you energy
have lean meat (protein) for dinner - repairs muscle
cardio exercise 4-6 times a week for 30-50min, light weight training
dont consume foods that are made of white flour (white bread, cakes, past etc.), sugar loaded foods (cookies, icecream, candy etc) and nothing fried - no junk food.

Any of the low carb diets. Atkins or South Beach have been successful for many people. I don't know how well they will work for you though because you seem to be targeting specific areas. Exercise is probably your best bet but I'm afraid genetics might be your enemy. If you are really fit other than your thighs, you might end up with Lipo to get rid of it.

Eat only oats for a week. Guaranteed to lose weight.

well if you are joined in a gym there are machines that you can ask workers to direct you to specifically for thigh fat. if you're not subscribed in a gym, you may just do a lot of walking and running, thatll get your legs nice and in shape. also try to eat foods that give you more energy and less things like chips. for instance instead of cool ranch doritos, eat plain tortilla chips. or instead of eating an oreo, go for healthier cookies in the store. its really simple. jsut repalce your fave junk foods for healthier versions of them
