C-900 is the number of a standard set by the American Water Works Association for water distribution pipe, common usage is to refer to pipe meeting requirements for the standard by the standard's number. The actual AWWR standard is "C900-97: Polyvinyl Chloride (PVC) Pressure Pipe, and Fabricated Fittings, 4 In.-12 In. (100 mm-300 mm), for Water Dist."
There are several wall thickness dimension ratios (DRs) included in the code, such as DR-14, DR-18, and DR25.
Schedule 80 is a wall thickness in relation to diameter as defined by codes such as ANSI/ASME B36.10M.
Among other things, C900 is used to insure the pipe diameter is a controlled size so insert fittings will seal properly. Within this standard, "DR" is roughly the same type of callout as "schedule".
