EDIT:so I just found out that if I don't make more than 5500$ then I don't need to worry about it. my loans are 4800$. so even if it's considered income, I don't have to pay taxes. coooool. today is the last day.
I hope my findings are true. either way I am not hiding billions of drug trade money so who will care about me.

As long as you did not make any income last year, you are not required to file taxes.

Loans are not considered as income, and yes, if your grant income is under $5500 you don't have to file, and don't owe any taxes.

Only if you qualify for the Phone Tax Rebate. File Form 1040EZ-TC for that.
