It depends on what they stopped you for. If your hyperactivity caused you to speed or drive recklessly, then maybe. But, Red Bull has no alcohol in it, so you wouldn't be in any danger of being charge with a DUI.

Just Red Bull or Red Bull and Vodka? If it's just Red Bull plain, it would be as serious as driving after having 4 cups of coffee.

No. There is no alcohol in Red Bull. At least not in Canada there isn't. Unless you put it there yourself. After two drinks it is usually safe to drive without getting an impaired operation ticket but just don't go over that.
