it's an inverted anogram. The name of the guy that shooter wanted to kill was one of the slain victim named, Liam.
Invert "Ismail Ax" and you will see " Liam is ax" , meaning
"I killed Liam."

I have been researching this all morning. First, it could be relating to Mailaxis, an email server techno device. Second, it could refer to an anagram such as ALIAS MIX or ALAS I MIX. Third, there is an underground hip hop group named Ismaila "Mark of the Zebra." Also, there is a online game "For Whom the Bell Tolls" game report 1999 by R.S. Williams which makes reference to an Ismail and X. Perhaps it is code for LAX airport, like "IS MAIL LAX".
My favorite theory is that connected with Nigeria and Gambia - Ismaila Usman, the World Bank Assistant Strategies Conference. Evidently, there is a colonel mentioned in the report with the pseudonym "X" also.
Nigeria seems to be most promising considering Cho's tirade against Christians and the monied classes. There has been a huge upheaval in Nigeria between Christian and Muslim relations going back several years. Perhaps as a caution this is why intelligence whisked away his family so quickly.
There are many towns named Ismail, for example in Egypt near Cairo. This, I remind you, was the nexus of another terrorist group.

while searching on tuesday I found an interesting thing.
in 2006 a lifetime achievement award was given to Ismail Merchant. this award is called an AX by the Asian Exellency Awards commitee.
It may be a shot in the dark but along with being an english major. Cho also was into filmography and film production. He wrote screen plays.
Ismail Merchant was producer of many films including, The remains of the day----Howards end-----A room with a veiw---Creation of a woman----MR. and MRS Bridge ----Mahatma and the mad boy. and many more.
He died in 2005 and the AX was awarded to him posthumously.
perhaps Cho identified with Merchant in some way or aspired to be like him.Recognized by the Asian community as great after his death.
more about the AXA and the AX ( Asian Excellence )award
The Asian Excellence Awards (AXA) will shine a national spotlight on Asian Americans who have made a genuine difference. The Awards will celebrate and recognize the amazing and inspirational accomplishments of Asians and Asian Americans
SO HERE IT IS . MY CONTRIBUTION TO THE ISMAIL-AX THEORIES for what it,s worth

Axe is supposed to be spelled with an e at the end right? When I googled "ismail ax" it pulled up one page of mathematics.
Ismail ax evidently has something to do with math.

Well, I don't know if this helps you deal with this mystery, but here's a story about a man and a tattoo....
One of my army buddies had a tattoo of the little red devil from the comic books, the one called "Hot Stuff". Underneath it, the tattoo artist had tattooed ...... "DIVEL"
So if you can't find what Ismail Ax means, maybe it was supposed to read something else.

A package is mailed.
"Ismail Ax" may mean "Is mail A package". So I feel that he wanted to tell people that a package is mailed---referring to the package to NBC.

I don't know what the term means (if anything) but there's certainly been a lot of speculation about it. Have a read of this:
