It has me wondering what's the purpose of surveying a city block. Thank you.

Boy did you come to the right place..

The 'camera' is either a theodolite, a gps unit, or a level

if either of the first two they are mapping and measuring to determine the location of features (both real such as trees or streets or imaginary such as property lines or construction limits).

If they are using the third instrument they are determining elevations of various items - typically this is in conjunction with either the mapping functions (above) or to set construction controls for a future development.

To wander a bit further.. the REALLY high tech instruments actually combine cameras and will take a photograph while they map. and the REALLY REALLY high tech ones (think in the $100,000 range) will not only do all the other work but take a high resolution lazer scan of an area to create a three-d model on a computer (like you see in the tv shows but not quite as good)

And the people are really nice too.

They are measuring land elevation which has significance to geological mapping and profiling.
