In most situations, no, you need to apply for a student visa while you are in your home country.
There are some situations in which you conceivably could apply while in the U.S., such as a person here on a hardship visa ... but the people I have known who have tried this were denied, so I would not recommend it.

You cannot obtain any visa whilst in the United States, You have to obtain one by applying to the USCIS then being interview at your home towns US Embassy/consulate.
