You can not pull a credit report on another person. As for free, why would it be free? The bank I work for has to pay every time we pull one.
The best idea is to sit with the borrower at a computer, have them go online and buy thier own credit report and score. Then print and give you a copy.
Maybe first to go to FTC.gov the person can get a free credit report, no credit score is provided. Then you can see if thier credit really bad or good, maybe you don't need a score.
Unsolicited advice, lending money seems easy, and since you don't understand how credit reporting works, you probably don't understand the risk. But as long as you can afford to lose what you are lending you are OK. Good luck.

You probably can't get an account with the credit bureaus as they've become very picky about who they sell data to due to increased public regulation. Your best bet is to ask the borrower to run his/her own report and give it to you.
