If you're using XP then all you have to do is pop in the disk and follow the instructions. It's a simple as that.

Uninstall Windows – Reinstall – Format Hard Drive
How do I reinstall and reformat Windows XP on my hard drive?
With Windows XP, you need to figure out which you have on your hard drive - either NTFS or FAT32. Click on the link below to find that out. (Once you have established this go to step 2a or 2b.)
2a) If you have NTFS, you need to wipe the drive with a special technique. Click on the link below to learn that.
2b) If you have FAT32, you need to wipe the drive with a special technique. Click here to learn that.
3) Next you need to reinstall Windows XP. Reboot your computer with the Windows XP setup CD in the CDROM and let it boot into the Windows Setup screen. Let it load all the drivers. Then choose option 1 and start the clean installation. When it is done, reboot the computer.

you have to format the hard drive this can be done by getting a installation CD like windows vista and it will give you the option of upgrading or new installation

put a cd with new windows and turn on computer
if it doesnt run automatically at one point it'll show you a message like: press any key to boot from cd"
do that and follow very simple instructions
btw. if u wanna install windows vista, don't

You might have a recovery option in your PC, what is it ?
Another option is to obtain a retail version of windows, and perform a "clean install"
