not at all...if anything it would have the opposite effect

cardio does not provide sufficient stimulation to skeletal muscle to cause sufficient hypertrophy in the active individual. only those who were completely sedentary prior would see any noticeable increase in muscle mass. the greatest increases in muscle mass will always be seen when the body is in it's highest untrained state

That is not true. Cardio is used to lose weight. If it is over done it can even break down the muscle, causing it to shrink, not bulk.

No cardio exercise will not make you bulk up. It will help you to lose fat and tone your muscles.
