You see I'm going to work out 4 days a week with 20 sets of high intensity workout. For my health and for my well being and to overcome anxiety. So I planned to do cardio 30 min, and strength training 2 hours, Mon, Tues, Thurs, Fri. But if I left off not doing anything on Wednesday would I still feel good on Wednesday, and would I also still feel good on Sat, Sunday?

Well, what is your objective? If you are trying to lose weight, cardio is more important than strength training. I would not do 2 hours of workout as you are likely to pull muscles and overexhaust yourself. (And you don't really "sets" of cardio)

If you have planned to work out 2.5 hours 4 days a week--this is what you need to be doing.

An hour - an hour and a half of cardio each time.
alternate days between an upper body workout (arms) and a lower body workout (legs). You need to rest those muscles for at least a full day between workouts. Most people rest them 2 days.

So if you do an intense arm workout on Monday.
On Tues just do legs.
On Wednesday you could do arms again.
Thurs would be legs again.
Friday I would either do an all cardio workout or a mild all over workout--though it is fine to do arms if you are a guy wanting to build very muscular arms.

I am not sure what you mean by if you miss Wednesday would you still feel good over the w/e. If you miss Wednesday you should try to make it up by working on over the w/e. However working out 3 days a week is very healthy.
