The term "Low Voltage" refers to any device that uses Class 2 circuit per NEC Article 725, like Cat. 5, coax or security cable. A high-voltage device refers to any device installed in a standard electrical box in compliance with NEC Article 370.

On the specifications page of your user manual there should be a line that identifies the proper operating voltage range. Typically this would be about 110 - 125. Anything less is too low. Of course minor brownouts and spikes can happen in an instant without anyone even noticing. That's one more reason to protect your valuable electronics with an Uninterruptible Power Supply.
