How close to 21 ...
What about a spa retreat? The over 21ers can sip mimosa's or wine, she can skip.
Or as a poster above stated, many places are 18 to enter, 21 to drink. This is what we did for a friend's bachlorette party.
Or many restuarants that morph into bars in the evening, you can enter for dinner before they start to card, then just stick around for the band, etc.
However, I am not condoning her drinking. She ought to be made designated driver.

If you are going somewhere that you need to be 21 to get into, explain your situation to the establishment. Tell them that you want to hold your bachelorette party there but one bridesmaid is under 21, and ask if she can have a wristband for the night to identify her as being under 21.
they should be willing to accommodate you b/c bachlorette parties are good for business, big money makers, and so mention that and see what happens.

The problem is not her not drinking, some places will not let her in if she is not 21 yet. You need to find the places that will. Drinking doesn't warrant having a good time; she can still have fun. Just don't make her responsible for your other attendants' actions. She can be the designated driver, but there is nothing worse than babysitting a bunch of intoxicated people.

Have the bachlorette party at somebodies' home and you can hire a stripper and all that... and then later that night you guys can go out to a club or something... as long as the girl has some fun... well that is if she's older than 18... if not... she can stay home... hee- hee!!

Depending on where you have it.... if you here in southern cali theres hollywood men that 18 and over..... if not and your having a party at a friends house or something of that nature then, just have fun. If your in the privacy of someones home she could drink and have a good time with the rest of you. I was a maid of honor for my friends wedding and i was only 18 at the time and she was 23.... so we through a party at my house and it was the best time any of has every had!!!

One of my bridesmaids was not 21 either. Most of the places we went into were 18 to enter, 21 to drink. Not like it mattered as random guys were buying us all a round so she got served alcohol anyway--just didn't "buy" it.
Also for the 1 place we went to that you had to be 21 to enter, we did the wall of I.D.s. Everyone holds up their ids in mass and as he checks them he sends you all in. She holds hers up behind yours and just walks on in as he says "ok you go, you go, you..." and he doesnt even see he missed one. Another club was a 3 part club, my sister went in and got the bracelet. Slide bracelet off and gave it to underage. Then went upstairs and got another bracelet. We all got in line together and he let the 2 that had bracelets and had already been carded go on--since he had a big group to card.
If there is at least 8 of you--he can't possibly see everyone and after a few drinks when you don't stand in as straight a line....there is no way he will know who he carded and who he didn't.
Also we had a bottle of pre-mixed in the car that she could sneak out to the car and drink if she wanted.
You don't even have to go clubbing though. For my friend we all made margaritas and sat around telling stories and drinking at home. It was a pj party for adults. Great time. We were all in college and everyone was broke so basically everyone chipped in a 5th or some mixers and for about $10 each we all got toasted! Made popcorn and tried to watch sappy girlie movies that we all could quote all the way through (like Clueless).
UNLESS your question meant you don't want her to drink--you want ideas for a bachelorette party with no alcohol. In that case, email me and I'll edit this answer.

ever hear of non alcohol oodles, Or sparking Apple cider both find drinks for the underage friend.Heck you could just get the girl a six pack of root beer and then you've got your D. driver for the other guest.

Either don't include her, or don't drink. It would be rude to drink in front of her, it would be illegal to offer her drinks or get them for her, and it would be rude to not include her.
So I'd say you're having a dry bachelorette party.
