my friend is in ramallah and needs to get to the american embassy in tel aviv

There is an American Consulate in East Jerusalem, on Nablus Road, just 10-15 minutes from Ramallah, where your friend can apply for a visa or just about anything he can get in Tel Aviv.

that depends on check points and traffic.
With out any it should take about an hour.
though I imagine if the traffic is heavy and they are tight on the check points that day it could take two.
but that is just a guess.

It really depends how long it takes them to get through the checkpoints. Once inside Israel, depending on the traffic, it should take about 45min-1.5 hours.
