I would just tell her. It will embarass her enough so that she actually does something about it.
I used to work for a contractor, and on occassion the carpenter would come into the office to attend to things. Every other time he came in there he would use the toilet, clog it, then leave so I would have to deal with it. The second time it happened I told him to make sure he plunges if that happens again, since it was rude of him to leave me to deal with it.
So just be honest, she might not be your best friend in the office afterwards, but why would you want to be friends with someone who can't wash their hands after taking a sh!t? Gross!

Well, you can always tell her. Any way you put it, she is likely to be offended, so be ready to accept the consequences of your actions whatever you do.
Or you can always keep your mouth shut and spray the bathroom yourself or wait until someone else goes in there first and sprays.

Oh my gosh! I don't mean to laugh, but that really is hilarious! I'm sure it's not so funny if you actually have to deal with it though. Send an e-mail company-wide about the problem. Hopefully, she'll get embarrassed when she realizes you're talking about her and change her ways!

If she is an adult (and I assume she is) she already knows this. She does not care to be considerate. I would just avoid the bathroom after her if you can.

LOL @ the first answer. I'd say that will do it. Nothing like shaming someone to be a little more considerate.
Unfortunately, that's what it takes sometimes :)

Loudly ask, "Who in the hell just used the bathroom and stunk it up without using the spray?" If that doesn't get her attention, nothing will.
