Sounds like you have a process still accessing that directory. Give a reboot a shot and see if you can delete it then. I'm guessing the application you uninstalled still left a process running and assumed the reboot would free it up. I wish more applications would install/uninstall more intelligently and stop relying on reboots.

If you really want to avoid the reboot, take a look at the list or processes running on your system ( to launch Task Manager). Locate the one for your application and end that tasks. Unfortunately the Microsoft Task Manager doesn't always have enough information to differentiate every tasks but often it is enough. Once the tasks is killed, you should be able to delete the directory. Generally an uninstall process will remove the startup for the services related to an application and the uninstall can complete.

There must be some locks. you can't delete. you need a software to delete that type of folders and files. the software name is unlocker. search in yahoo search engine download and install. it's a free software. after installing, go to that particular folder which you wan't to delete. right click that folder and click unlocker. the software will show all the available locks and list of option. terminate all the locks and you can also select delete in the list of option in the software. or delete as usual other files and folders deleting. this software is very easy and good.
