I have been informed by my international student advisor that I do not need to file by April 17 if I don't owe anything and just need to get a refund. Is this true?

Well, legally you're required to file by 4/17 - but if you're getting a refund there isn't any penalty if you don't, so don't worry too much, just get them in as soon as you can.

Yes, it's true. They may eventually get around to telling you to file your taxes, but there is no penalty for not filing a tax refund.
