You can find "beginner" cameras on newegg.com and tigerdirect.com, but you will not get anything really good.

well 40$ will not get the best quality camera out there but it can get you a farly descent camera a lcd in that price range not gonna say its impossible but the quality of the lcd and the quality of pictures it can take etc.. will be low.. shop walmart and bestbuy retail stores. best buy carrys some good cameras but can be a bit expensive for your budget.,
Also shop on line at some of the sites prevous answeres told ya and also try ebay.com I have found some great deals on ebay new items at over 1/2 the price cheaper than your leading retail stores. even cheaper than the stores lowest sale price. also shop www.newegg.com, or www.cyberguys.com, www.tigerdirect.com all of these r sites i use for computer parts, they also carry cameras etc.. not sure the price, I have a cannon with lcd the quality is fair, zoom is poor, it is good for close up pictures , nothing more than the old traditional kodak 110 flas cameras or the disposable type cameras about same picture quality. Here is a suggestion:
Save all the money you can for 3 months, by not buying soda, candy, fast food, anything unnecessary, and I bet you will have saved up enough to get a decent digital camera that will last and serve you well. Look up Canon cameras that are between $110 and $150.
Answer to your question ... anything you get for $40 or less is not going to take decent photos at all.

Probably the closest you're going to get to a decent camera not a great one would be about $80-. According to Website
dpreview.com Best Buy has a Fugifilm FinePix A500 for $80- 5 megapixels, very good on batteries and is 3X optical.

Any camera under $40 is not going to be anything decent. Remember, you get what you pay for and for a good digital camera, you're gonna have to spend at least $100. Sorry, but that's just how it is.

Not to buy, but there are one time use digital cameras. That would be the only suggestion I could offer. Also you could use the camera on a cell phone, but . . . .
