I used to drive through NYC all the time. It all depends on what part of NYC you're talking about. Are you talking about Manhattan? Brooklyn? Queens? Staten Island? the Bronx?
Manhattan traffic can be nasty... The business districts like Times Square and east towards Madison and Park and then going south from there get congested and ugly. Then it depends on the time of day.
Weekends and evenings and weekday mornings are bad.
Although there have been times of day where I have been able to drive from Bleecker and Bowery to 71st and 3rd in about 15 minutes.
Now, I haven't really driven through Queens or the Bronx, so I can't judge that...
Brooklyn? Traffic's not too bad. Can't possibly compare to San Jose, CA. Our traffic is gut-wrenching AWFUL.
Brooklyn Traffic = a PICNIC compared to San Jose.
Now Staten Island? I've driven through there a lot. I don't think I've ever seen bad traffic in Staten Island unless it was rush hour. And that's normal anywhere.
So, I'd have to say NYC traffic is much, much better than LA...
as for Chicago - I've never been there so I can't say.

I don't know if it's the most traffic congested city in the USA. I think LA is worst. I live about 25 miles north of NYC and you can drive there with all the traffic in 45 minutes tops. What delays you is not traffic but construction.Some one is always fixing some d%#& road in NY. Once you learn how to get around the city, it's not bad at all. During Holidays you do get grid lock but than you take mass transportation on those days.

In LA it is all spread out in plazas and different communities with many 8 and 6 lane freeways. Attempts are being made to improve mass transit, but it is like using a soup can to bail out a boat. There are constant hold ups in traffic. If you can, take the subway there, but there are very few lines.
In NYC it is all scrunched together in high rises with many 2 and 3 lane freeways. You have a good subway system, but all the roads and bridges were designed decades and decades ago and the shear volume of traffic overwhelms the infrastructure. If you must drive in the city, listen to am 880 for traffic updates. Know many ways to get to your destination and take the way that is least backed up at the time.

LA is the worst, then NYC and Chicago. I once took 1 1/2 hours to go 1 mile in LA. Never happened to NYC or Chicago.

NYC traffic sux at certain times of the day but, it's mostly cabs/buses/limos. If you live in Manhattan there is no need for a car. You can get around faster by subway. Finding parking is near impossible and very expensive.

NYC and LA traffic are the WORST at all times...although, Chicago traffic at Rush Hour doesn't lag too far behind.

Chicago is WAY cleaner than NY, I have never been to LA. Chicago traffic is pretty horrible but I hear LA is worse.

I live in LA so I know o_o

Let's put it this way. You DON'T need a car in NYC. Subway is fine. You NEED a car in L.A. Public transportation sucks.
I live in L.A. and been to NYC.
Any large populated city have traffic problem. This is the 21st century.
