Being a former chef, the word haricot means bean in french, I was classically trained and live in Canada, navy beans are small white beans, haricot vert are small thin green beans. There is a small green bean from France call flagolets, they look like little green kidney beans, mostly served with lamb or braised items.

Navy beans or peas are used to make pork and beans, they are generally dried, but are available in cans, I buy them use the same ingredients as making the long cooking variety and have them ready in 60-90 minutes.

The only harricot i know of is harricot verts, and they're french green beans. In that case, no, they're not the same as navy beans. Navy beans are soup beans and they're white. Completely different. :)
