Only when it rains and there is plenty of moisture in the air; when we had heavy snow, it was no problem; any ideas? As soon as the rain clears out, all systems are go; even when it was sub-zero, it starts and runs fine.

Often moisture will get into the distributer cap either by cracks or it being loose and will prevent it from starting. the same goes for the wires but most likely you would notice a miss due to the wires arcing on metal close by even when dry. it defenatly is not the battery since it cranks well in every type of weather. The jeep runs fine when it is not raining so that leads me to believe that it is the cap. remove the cap and look for moisture as well as carbon tracking(greyish lines) that will tell you if it is faulty. if so replace the cap carefully noting the placement of the wires. If you never changed the rotor ,(under the dist. cap) plugs, and wires and you have over 30k miles on it since you owned it it would be a good idea to replace them as well just for tune up reasons. and by all means use the silicone they supply with the wires to seal from water. I would reccomend bosch platinum plugs and bosch wires, they work really well with jeep engines. yes they are expensive but well worth it, plus you will not have to worry about them for 100k miles unless something in the engine fails. It would be a good idea to go over the entire jeep and note things you will need to fix or take care of. go online and check out what services should be done at your milage and past milages for things that hasn't been done. I can not state enough how long a car will run when properly maintained.

Sounds like you might need to replace your spark plug wires, I had that problem on a Pontiac years ago. I used to spray a product called wirer dryer on them every few weeks, not sure if they still sell that? (Or a cracked distributor cap?)

Can you elaborate on "Will not turn over". Is the starter motor not engaging or does the starter turn the engine and it does not start? Which engine and model of truck?

its the starter.... in old cars like that the starter doesn't work when they get to moist..... don't know what to tell you to do about that... but i know thats probably what it is.... it could aslo be the carb if you have one..... but i would start with those first.
