For a friend: he has a criminal background, no high school diploma. Which branch is most lienent on these matters? Or, during a time of war - are all pretty much available?

Depend what type of criminal background. No felonies, except felony DUI is allowed w/ a waiver.

He needs a diploma, GED, or 15 college credits, no exceptions.

Army has the biggest need for personell right now, Navy and Air Force are pretty full already for this year. Marines always have positions if you can hack it, but the army sounds like the only choice for your friend.

well I think the Army will actually help you out with the high school diploma. Not too sure about the crimial background. If anything go talk to a recruiter.

depends,.. what kind of criminal background? if he doesn't have at least a GED, he will not get into any branch at all. and felonies involving a firearm or domestic violence permanently disqualfies him from ever serving as well.

Right now, only the Army and the National Guard is even remotely entertaining non HS graduates.

As other respondants have said, the Army has greatest need for manpower.

Depending on the status of your friend's legal problems, he may be able to get Prosecutor and Judge to reduce charges if he's signing up . . . this used to happen a lot (eg "Son, you can join the Army or go to jail") . . . still happens, but only in some places

there is nothing a recruiter can do about a past background, and no we are not happy to help ya jack off.
The army currently has the most lenient standards, as you can not under most cases enter the af or navy without a diploma

Go talk to a recruiter, if you do not have an education they can help, if you or your friend have a criminal backround, it depends on what you were charged/convicted for and how many of what. You may not even be eligible for military service

Definitely the Army, they have a program where he can get a G.E.D. while serving, and the criminal background can be taken care of by the recruiters, they are always glad to help.

Try the branch you preferr. It may be easier than you think. But you'll have to change your attitude to that of a winner. Or the military will eat you up. I ain't kidding.
