I'm looking for this certain scripture about asking for something to be done but if there is no effort into trying to fulfill it yourself then it means nothing at all.

The Book of Psalm may help you find what you are looking for. The prophesies in the book are not necessarily however to be fulfilled; it is more of what is seen going to happen to a particular place, person or event. If someone claims it was fufilled, then it may not be true because it will look as if it was staged. If it happened without the conscious knowldege of the affected then that is the essence of a Prophesy.

You may be thinking of the old saying, "God helps those who help themselves."

This is from an Aesop's Fable and the actual quote is "the gods help those who help themselves."

Actually, God wishes us to come to a point of helplessness and total reliance upon Him. It's not His will that we become self-reliant.
