A qualified yes on that. If you walk but don't do that at a pace that increases your heart rate then it is not a walking exercise. It is just a pleasant stroll. Try to pick up your pace so that you can feel the effort of the walking. As far as cutting back "a little" on food the impact depends on whether you are overeating right now. If you are eating a reasonable amount then cutting back will result in a weight loss. If you are eating too much all you will do is slow down the rate of weight gain.
Your ideas are good but you need to take a more careful look at them to tell if you will hit your goal.

No. Not really. If you walk a 30 minutes you burn a little more calories. You cut down a little bit...you consume a little more calories and if what you consume is less than what you burn than you will lose some weight.
Your lower legs will look a tiny bit better but not really.
If you want to get toned...Cardio isnt exactly that either. Cardio also helps to tone but it mostly burns fat.
Weigt resistance will help you tone. Take some protein, and L-glutamine...lift some weights. Start with three sets of 15. If you are trying to tone...only lift very light weights. If you are trying to build muscle...use heavier weights.

It depends on individual and your current weight. If you are already fit, in tip-top condition, you would not have much fats to burn so your muscles get used up. If you still have a certain amount of flabby fats(tummy, flabby underarms and thighs) then you would be using up the fats and toning your muscles at the same time. There will be results but at a crawling speed as compared to jogging for jus 15 mins. Walkin could be used to "jump-start" your body and to prepare it for more intense workout. I would rather advice you to jog at the speed where you can still speak without panting. Just for 10-15mins. The pace may still be close to walking speed but it makes all the difference. It will kick-up your fat burning system as long as you start jogging.
Look at it this way:
Think of the car as your body/fats. Walking would be like pushing a car. . You'll still get to your destination but at a very slow fustrating pace. You may even feel like you've not progressed at all. You would also have to feed yourself to continue pushing the car(you'll replace what you lose with the food you take in). If you start up your engines but drive at the slowest speed, its still faster and you feel more comfortable. You wont have to feed yourself but rather, feed your car with petrol(your fats are loss but body gains the nutrients/carbo) to get it to continue. Once you start jogging, your body would automatically know that you are putting pressure on your legs, so fats have to go and muscles, come. In a shorter time, you'll feel the difference and the comfort! So go train your car!

It will take a very long time to see any effects at this rate, but if you're very sure that you've cut back on calories (and this is hard to determine accurately unless you keep track of everything you eat) then you will slowly lose weight.

Totaly depends on a person, for some people this would work while others would need much more exercise. What i would suggest is to try this for a month or so, if you see no results whatsoever try to exercise a bit more.

you can tone by doing many reps on small weight like for an example lifting 10lb dumbells 20x for 1 set. But all that would be for nothing if you dont change your diet

Add some ankle weights . Increase walking to 45 minutes, then one hour. 50 crunches before bedtime.

i think walking is considered cardio. i hope so, it's the only cardio i get. and you won't tone much, unless you do resistance exercise, like w/ weights.
