I am in Canada, and I am a PR, I need a visa to go to New York..?

Can someone please help me find the correct website to get information on what I need to do to get one?

I can not give u the website you need but I can say this, just go to the nearest police station and they will help you in getting the right information you need.

It all depends on where your residency is, but both do not require visas. You may however need a passport I believe now to travel to and from, not just birtth certificate.
