In the Bible, everyone has names like "John," "David," "James," etc. These are obviously not their real names, because they speak Hebrew, Roman, etc. But these are all English names. Did someone just decide, "Oh, well I'm gonna name him John and him James."?

Your looking at the English translations. But they the people were given names for a reason. One should look at the meanings of the names.
David 1732 daw-veed' rarely (fully); Daviyd {daw-veed'}; from the same as 'dowd' (1730); loving; David, the youngest son of Jesse:--David.
David = "beloved" in meaning
Moses 4872 Mosheh mo-sheh'
from 'mashah' (4871); drawing out (of the water), i.e. rescued; Mosheh, the Israelite lawgiver:--Moses.
Moses= drawen from the water in meaning.
John 2491 IwannhV oannes ee-o-an'-nace
of Hebrew origin (Yowchanan 3110); Joannes (i.e. Jochanan), the name of four Israelites:--
John = gift or grace of GOD.
Transliteration is when the letters of a word in "one language" are simply converted to the corresponding letters of "another langurage". That conversion seldoms results in bringing forth the meaning of what the Original words mean.
Example 'Kenite" is a transliteration of Hebrew word to an English word, where letters are converted, but the real translation of "Kenite" of sons of Cain. Ken means " son of" just like Mc or Mac is son.
Elijah 452 'Eliyah ay-lee-yaw' or prolonged tEliyahuw {ay-lee-yaw'-hoo}; from ''el' (410) and 'Yahh' (3050); God of Jehovah; Elijah, the name of the famous prophet and of two other Israelites:--Elijah, Eliah.
Elijah= "my GOD is Yehovah" in meaning.
All the peoples names in the bible have important meanings.

People may have gotten their names due to their meanings in their native language, but many people think that these names come from other places and languages than were in the bible due to the incident at the Tower of Babble, because not every language was mentioned in the Bible.

These are English translations of their names, in English Bibles. In Russian, John would be Ivan, and in Italian, Giovanni, and in French, Jean. (Remember Jean Baptiste Day in French Canada? French version of the name, see?)

They all had Hebrew names or Greek names. They were translated into English.
Greek for Paul was ...l7au^ou
Jesus....Lnoouv
So it was loving and useful that they translated the scriptures for us. Spanish for Jesus is pronounced..(heysuz)
