What you need is a proxy, so you'll bypass your networks filtering programs.

Best way is to use a proxy that uses secure socket layer, while you browse your network will just see encrypted data, of what your looking on any web.

there are a lot of free proxy out their, but not in ssl but would do great already.

Without knowing WHAT kind of filter may be in place, that'd be impossible.

Could be DNS based, keyword base, IP based...
