People really need to grow up about this. Just because you are going out with someone, it doesn't mean that you own the person. He can talk to whoever he wants. So can you. His world doesn't have to revolve just around you does it? If you have a problem with your boyfriend talking to other women, you have some serious trust issues. Either that or you just suffer from some serious low self esteem. The best response is no response at all. If you are not friends with her already, don't go out of your way to be friends with her. If this woman does happen to like your man and you make it obvious that you are insecure, she could take advantage of that and make a move on your man.
