As a NATION ?? It is... on Memorial Day. Otherwise it is at the discretion of the President for national matters, and your Governor for your State
You can ALWAYS fly YOUR flag at half-staff... you DO own a flag and display it don't you ?
If not... contact your local VFW or American Legion for proper flag etiquette. My VFW Post also lowers to half-staff for any member who passes, and every service-member in our county.
God Bless ALL my shipmates (sea, air, and ground) who have passed.

i know that on post if a member of that particular brigade died in combat then they fly there flag half mast on the birgade post and hold memorial services for there fallen. i think if the general pubic did it then the flag would just stay at half all the time

Title 4 Section 7(m) outlines when the flag can be flown at half staff federally. States also can decide when to fly it at half staff. In my state (MN), they fly it at half staff on the day of the funeral for any military member killed in action from MN.

Actually just that is done in Michigan for each Michigan soldier killed overseas. As much as I think the governor in Michigan is a pathetic loser, I do agree with this!

I am guessing we don't do this for soldiers in wartime because the flags would all be at hast mast all the time.

It kind of like having an un-birthday, if you do it 364 days a year then it isn't special.
