i'm 11 years old i weight 45 kilograms i'm 139 c.m. i am fat right ? should i make a diet ?

Don't say that yet.... At 10 I was 150 and 50 kg, then in 3 months I grow 10 cm and stayed the same weight ;)

It all depends on whether you have already developed (sexually speaking) or not. Weight for it to happen, and then decide.

at 11 you should "make" your bed and "follow" a good dietary plan that some smart adult helps you design.
In two years you may find yourself in a very different body, oh yeah ... by then you will have won the lottery too and you can hire a maid to make your bed but you'll still have to loose weight by yourslf no matter how much lottery money you get!lol

find calorie/fitness calculator on the net, enter all your stats and it will tell you how many calories you need a day to maintain, take off 300-400cal off that number and thats how much you need to lose.
dont try to lose more than 1-2lbs a week - its not healthy to lose more.
eat 5-6 small meals a day (eat every 2-3 hours)
5-8 servings of fruit and veggies a day
8 glasses of water
have complex carbs for breakfast - they give you energy
have lean meat (protein) for dinner - repairs muscle
cardio exercise 4-6 times a week for 30-50min, light weight training
dont consume foods that are made of white flour (white bread, cakes, past etc.), sugar loaded foods (cookies, icecream, candy etc) and nothing fried - no junk food.
