Because it is against the Highway Code to jump a red light and you can be prosecuted for doing it. Just because there is no one there at that moment it doesn't mean someone isn't going run across.
Would you jump a red light at a light controlled junction if there was nothing coming through the green lights? Its exactly the same politics as the above. It is illegal to jump a red light.
Admittedly, the lights don't turn red unless someone presses the button, and there are times when someone presses the button and then either wanders off or just crosses the road anyway before the lights have turned red, which leaves us with the very scenario you are questioning.

They think it's the law, but I think you're right, for traffic lights to be legally enforceable there has to be a secondary set of traffic lights which there is not at most pedestrian crossings.
Having said that it is against the highway code so in a dispute over liability, say someone pulled out in front of you a few yards further down the road, you would lose because you should have stopped at the lights.

It is against the law to pass through a red light.The way pedestrian crossings work is that the lights are red for a period then go to flashing amber.Amber also means stop at traffic lights in the UK( but is not a traffic violation).However if it is flashing amber it means you may proceed but only if nobody is still on the crosssing.

Because thats the law. Every time I go abroad, I always nearly get run over by arrogant drivers who wont stop at clearly marked pedestrian crossings.

Because it's the law, red light means stop, no matter what. Also there may be cameras on the traffic lights and if you don't stop there's probably a big fine and license points coming your way!

Because that it the law, in fact you can't even go on the yellow flashing light unless the crossing is completely clear (even if your side of the road is clear).
Although it is annoying when someone presses the button and crosses before the lights change leaving the crossing empty when they eventually do go red!

It is illegal to not stop at a red traffic light, whether there are pedestrians around or not.
Not stopping can result in a fine and penalty points on your licence.

Some lights have cameras, so the police can fine you and put points on your license if you run a red light. Best not to take the risk and also:
