If you reinstalled windows over the c drive, everything is gone/kaput. The advice for the future is as follows:
If you had a partition, then installing over c drive basically keeps 'd' partition just the way it was prior to the big crash/deletion of windows OS. I would say in this instance from having learnt the hard way, that you create a partition on your main drive and periodically save your files in the partition. This keeps data and programs separately, as programs you can install from disc. But if you reinstall windows again remember to install over c drive not mistakenly on 'd' partition. Alternatively, you can install a secondary harddrive to your PC, then install your main programs on c drive, and backup your contents from c drive to your secondary drive. You can use an image program such as Ghost to back up. It's different from Windows backup, unless you have the Vista Ultimate or Vista business.

If windows was completely deleted, and you've done a re-install. its most likely that the files are gone for good. You may be able to recover them , but that would require you to send the harddisk to a specialist company, and they can charge in excess of £500 if they can recover anything.

Go to system tools and look for "System Restore", then restore your computer to an earlier time, if that doesnt work try resetting your pc to its last good configuration...
