they make your hair stand up on end when you touch them but cant think of their proper name to search for them on the internet

I think they were called plasma balls (or spheres!)

It's definitely NOT a Van de Graaf generator.... they have a metal dome on the top and a rubber belt with a motor to transfer the charge. I have 2 at work and they don't have globes with electricity in them!
