If so, she/he may be trying to tell you something. When my cat kept peeing on the front entryway persian rug right in front of me I got mad and looked at it and discovered she ws peeing blood and had a severe UTI. Anyway, Everytime my cats would try to pee elsewhere I would immediately pick them up and set them in the litter tray. It took a little while but they eventually got the point. They now go outside or in there tray. Good cleaner for the carpet is-Woolite pet stain and odor remover +oxygen. This is a great cleaner and will get rid of the smell very well. Hope I helped a little. I know it is frustrating but hang in there.

Don't clean any spots with products containing ammonnia(their urine contains ammonia so it attracts them to the scent). Use Vinegar or a vinegar/soap/water solution to clean the carpets(you may have to remove the carpets and put in new or switch to hardwood floors(be sure to replace the padding also and clean the subfloor with bleach before laying new carpet. My cat was like this and my vet had me try a couple of things:
1. 1 1/2 litter boxes per cat if you have more than one cat put in separate locations.
2. "lock" the cat in a room/or closet with the litter box and food/water when you go away.
3. Some cats like larger pans so use a clear tote--the kind you would use to store clothing in and place under a bed.
4. The cat may have anxiety issues---my had to be put on Valium_-yes Valium!
5. try mixing outdoor soil in with the litter--most cats prefer an out door bathroom. If this works then gradually use less and less soil when changing the box.
6. make sure the cat is fixed.
7.Check with your pet store for a cat Pherimone spray(can't remember the name but it starts with an "F") they sell a spray and plug-ins for walls
8. Some cats will never stop doing this--mine didn't up until she died and she was 12 years old.
9. make sure she doesn't have a urinary tract infection
10. There are supplements that you can give her to deterr the marking--ask your vet or pet store
11. Try a pet crate if you don't have a separate room to put her in--put her litter box in with her and her food--she'll use the box because they don't like to go where there food is
12. Outside of a crate try keeping her food away from the box but yet close to the box!

change the type of litter you are using
get some felliway from a vet that works well
she may be a nervous cat and may tack a time like 6 -12 months to fully settle

this might sound odd, but the tray might be too clean! cats use regular places as a toilet so if it smells of disinfectant or if you clean it everytime it's used, the cat will never learn where it's supposed to go.
Also moving the cat to the tray mid-flow will teach it where it's supposed to be

What you havent explained to us is the age of the cat. Some cats when they get older cant control there bladder system just like with humans or if it is young it might just be that it has never used a litterbox before and needs training. Check with a vet just incase of any infection or disease though

If she used to pee in the litterbox, she may have a urinary tract infection. Consult your vet and take a urine sample for analysis. This is typical behaviour of an infection, because they associate the discomfort they feel when urinating with the litterbox, so they try to find a new place.

Some cats just do that. Put regular vinegar wherever your cat has peed. They do not like the smell so they won't go there again. Also when you notice her starting to go somewhere hurry and put her in the litter box. I also used a water bottle to train mine. A squirt or two in the face and that usually worked.
