What works would be included in the bible and what beliefs were heretical mostly... There was a wide variety of current doctrine that wasn't set in stone back then, with multiple viewpoints from the same text to ideas like the trinity, the divinity of Jesus, the virgin birth, what Jewish practices were still required to be adhered to, etc.
