Yes you rephrased it correctly.

A biopsy is only a recommended intervention after all other less invasive methods have been exhausted, and the threat of cancer is not able to be ruled out. At that point a biopsy can determine wheither the condition is benign or cancerous.

How simplified do you want it?

"let's make sure that we look at everything to see if this problem is not caused by an allergy or something. If we cannot find a reason for it, then we will do a biopsy. A biopsy is when we take a very small piece of the area and look at it under a microscope. We will give you some medicine to take so that you it won't hurt you. "

However, the way it is currently phrased is simple enough to be understood by pretty much anyone, IMHO.

sounds pretty clear to me.

Basically says, you should try using simpler methods to check for cancer before having a biopsy.

biopsy will show is it cancer, as i can see this sentence is inteletualization,does not mean anything special

i understand what you're saying. i think what you have typed is thorough and understandable. anything less would leave out crucial parts of the explaination, i think.
