well, here are a couple of tips
1. shave immediately after shower, cos the skin becomes softer and the hair respond better with the razor
2. use a water based shaving gel, some skin types get irritated with most of the shaving creams. And the foam is not always effective.
3. use a new razor, don't use the razor more than two times.
4. Avoid strongly pressing the razor against your skin, treat your skin gently.
5. and I know many people would not agree with me in this. You don't have to shave every day unless your skin get used to it. Twice a week is enough and it also gives you the sexy dirty look.

Firstly it depends on how often you shave. The more you do it the more you skin becomes used to it.
Try changing from hot to warm water. You could also try rinsing you face with warm water then applying the shaving cream and letting it sit for a couple of minutes to soften the bristles before shaving.
After that, if your face still feels the same way the only thing I could recommend would be to see a doctor.

Shave in the shower. The moisture seems to help me. Every time I use a brand new razor blade, it cuts much more... actually dulling it down a bit helps me! And, in the shower, instead of using shaving cream use a good shower gel like softsoap with moisturizing beads. Shave at the beginning of your shower with warm, but not hot, water.

When you're done with the shower, put on some moisturizer. I like the kind from Shi-Kai in a green bottle; you can get it at Whole Foods.

Ok, not a guy, but I saw this more than once on Queer Eye for the Straight Guy. Shave slowly. IT IS NOT A RACE. Stroke with the growth of the hair, not against it. Save your money, go into a better department store, tell them what you want to accomplish and splurge on really great shaving products. Some things you just have to treat yourself right.

mix shaving cream and shaving gel together, use a hot damp wash cloth on your face to open the pores, shave, use a toner after, done.
