There's no such thing in the US. Sorry!

Unlike many countries that offer VAT rebates for tourists, no US states have such a program for their sales taxes. Sales tax is levied on ALL sales within the state regardless of where your legal domicile is.

The only way to avoid paying the tax is to order the merchandise by mail, phone, or internet from outside the state for direct common carrier delivery to your overseas home. In most cases, the shipping charges and VAT and import duties levied by your country would far exceed the sales tax that would otherwise be charged.

If you mean you have a Treasury Department check and need to get it cashed, try the Customer Service window at a Wal-Mart store.
