For starters, holly is poisonous to dogs...so in a way, I guess that would stop them from digging as they would probably be sick or die. Secondly, I have two dogs that dig endlessly. In the areas that I was allowed to, I planted thorn bushes. In other areas, I placed one of those cheap, roll-up wire fences along wherever they were digging and sprayed some 'Bitter Yuck' (found in any pet store) on the fence. Not only do they stop digging there, but I just continue to move the fence every time they start to dig somewhere. Eventually, it stopped. Worked for me, figured it might be worth a try for you.

no plants will stop it
but all you do is everytime you find a hole fill it in after a month to 2 months your dog will give it up because every hole it digs just gets fills back up again and it will soon loose the attraction. also don't give your dog anything it might want to bury. keep snacks small and give only when they really want them, not just randomly giving them the need to "store" it for later.
