Because it 'leans' at about a 15 degree angle to the vertical. It was built on a very loose patch of soil that has shifted over the years.

As noted by other respondants, the tower leans. In fact, it started leaning as it was built. It became famous when Galielo used it to conduct tests. He could go up to the top, go to the part that leaned, and drop things off without fear that they would bump into the side of the tower.

By the mid-20th Century, the leaning increased to more than 11 degrees off the vertical, a point where admittance to the tower was curtailed. Then the Italian government started a project to stabilize the ground on the side that the tower tilted.

Well, here is another of those old myths that has needs to be "set straight".
There is actually nothing wrong with the tower of Pisa; it is plum-bob vertical. The real problem is that its famous photograph that everybody has been looking at was made by a leaning tourist.

Because it leans. Some years ago, we parked the car near the tower. Some guy came along selling tickets. Assuming it was for parking we paid up. Only later did we figure out that parking was free. What we had bought was insurance in case the tower fell on the car.

It is not vertical. It started out vertical but one side sank because of a poor foundation. So instead of fixing it they just built the next section to compensate for the lean. When they were all done the whole thing was lopsided and very leaning. Now it is in danger of completely collapsing.

It is not considered, but actually a leaning tower.

Because it was built on soft sand and has settled. It physically leans to one side.
