A good healthy diet, is conducive to healthy hair and nails. Other than that, and using good quality hair products, your hair grows a particular rate and there's not really anything you can do to change that. It may or may not ever reach your butt...some people's hair will not grow very long, other's will grow like Rapunzel.
My preferred products are Redken (sold in salons). My hair has never been as healthy as it's been since I started using the "good stuff".

Biotin, Fish oil, lots of conditioner. Trim a tiny but every 6 weeks or about an inch every 12 weeks.
Try Horse-Tail Silica and add more protein to your diet.

Surprisingly enough, getting frequent trims will help. Split ends cause the hair to break farther up the hair shaft. Besides, growing your hair out can be hard as you can often feel "frumpy". Frequent trips to the salon helps keep your do in check as you grow it.

Keep your hair healthy by not using many products on it, like hairspray, gels, etc. Keep yourself healthy too and get lots of sleep, these things are the only true ways to have your hair grow faster and more beautifully.

Washing your hair with colder water helps. Not freezing, but cold. Also washing your hair every other day is best. You can get hair growing pills at a pharmacy too.

I heard prenatal vitamins help. And you should take them anyway if you want to have children someday. They always say that it's a good idea to start taking them as young as 15.
I don't know who thumbs-downed me but they are definitely an idiot. Check out this yahoo archive question that also explains exactly this. All my nurse friends recommend this to people who want thicker, stronger hair.

Just look after it, don't use too many products on it, don't over straighten it and get it trimmed regularly so that any split ends get cut off.
